Feature-length story featuring most of the regulars from the TV series of adventures on the beach with the Los Angeles coastguards. David Hasselhoff is again head beach patroller Mitch, wondering whether to accept a promotion which will confine him to a desk and having to deal with the mystery of the 'Monster in the Bay'. Veterans Richard Jaeckel and Monte Markham also add considerable acting weight and there are worthwhile contributions from Andrea Thompson, who rescues a sea lion from some sludge, and Kelly Garrison.
