By the time this second sequel to director Paul Verhoeven's ultra-violent cop thriller hit cinema screens, the producers had toned down the excessive gore and killings to aim it at a family audience.
This, however, proves a fatal flaw when combined with a second-rate script about a young orphan girl computer hacker fighting back against a Japanese conglomerate who want to evict poor tenants from a downtown building.
Rip Torn is wasted as a cartoonish villain, while Nancy Allen makes little more than a cameo appearance.
Robert John Burke replaces Peter Weller as the man in the suit, who has the added advantage of being able to fly in this story.
