An air patrol cop stumbles across a plan by bank robbers to bring New York to a standstill as a cover for their heist. Made as a TV movie it proves an unremarkable action thriller: it lacks the big-screen budget needed to show all the bridges into Manhattan being blown up and David Hasselhoff makes an uninspired action hero. The busy script's inventive enough, though, and the result's not too bad.
