While exploring the ocean, diver Maggie (Diane Harris) with the Pac-Dive project comes across a label which Ryder, an ex-Navy SEAL (Gregg Henry) confirms must have dropped off a nuclear missile. Further investigation leads to an explosion which kills Maggie. Despite his bitterness over his Vietnam experiences, Ryder agrees to track down the missing missile and avenge Maggie's death by terrorists, meeting up with an old flame and employing powerful weaponry during his quest. Sufficient action for the thriller fan - just enough to keep the film from sinking.
