Justin Yoder was a disabled child who was desperate to achieve some kind of athletic fame, since his able-bodied brother was a good athlete. Frankie Muniz is excellent as the boy who befriends a grumpy neighbour in order to race a soap-box derby car. It's either inspiring or a highly predictable TV movie based on true life, depending on how you want to look at it.
