Even though he didn't direct it, the hand of writer-director Larry Cohen (It's Alive! was his biggest hit) puts its dabs all over this horror film masquerading as a police thriller. A vengeful brain-dead cop rises from the grave, dons his uniform and initiates a mass slaughter of the city's night-time population. A detective smells a (dead) rat and contacts a TV friend to break the ban on the story. 'You gotta make it bigger than AIDS,' he says. The unfortunate consequence of his action is that while the maniac cop goes on killing innocent people, citizens start killing innocent cops. The rest is pretty lively if rudimentary B-movie stuff, sketchily acted with the exception of Sheree North and sickeningly violent throughout. Most unsuitable for children.
