Warren Oates steals all the honours as a smiling psychopath you'll love to hate in this story of a police officer whose special duties include getting criminals to hand over hostages without bloodshed. It was intended as the first of a series of stories, but the rest of the yarns never materialised, leaving star Chad Everett high and dry. He's also left for dead here by Oates as his principal adversary. Oates' death from a heart attack at 54, five years after this film, was a great loss to the cinema and television alike.
