This stale and dated cop thriller, though set at the time of the LA riots in l992, could well have been made in the early Seventies. Once again, corruption runs right through the LAPD, as whisky cop Kurt Russell, ground down by the system and bent superiors, guns down bad guys on orders, regardless of whether they're suspects in a specific crime. While forcing his rookie partner (Scott Speedman) to shoot one such villain in cold blood, Russell little realises that his own value to his masters is running out. The plot is advanced by having its main protagonists linked toegther as if in a chain, but the tired elements - strippers (on whom the camera concentrates to the exclusion of the action), store robberies and street hustlers - drag it down into the routine.
