Occasionally exciting but more often sentimental, this was the first of the later spate of Kojak films made at the end of the Eighties and beginning of the Nineties. Its story of a kidnapped girl and a crime tsar contains an interesting role for Hector Elizondo, so memorable as the hotel manager in Pretty Woman. Telly Savalas licks his lollipop and Paul Krasny directs by the numbers.
