Cybill Shepherd plays a glamorous, judo-throwing, wisecracking private eye in a TV movie that runs like the pilot for a projected series that never happened. Three writers throw political chicanery, multiple murders, a drug-smuggling ring and an old unsolved mystery into a brew that fails to do justice to Shepherd's natural sparkle.
