This over-gimmicky police drama led to a TV series that never really caught on with US viewers. The title refers to a group of particularly brittle police officers who are, for one reason or another, on leave because of emotional stress. Stephen J Cannell and Randall Wallace are experienced TV writers, but here they concentrate too much on the interplay between members of this misfit brigade and not enough on the main thread of the plot, which involves a 'snitch' accused of killing his rich parents. Although he escapes police custody, former New Orleans cop Bowman (Miguel Ferrer) who heads up the 'broken badges', becomes convinced of his innocence. Although slickly put together, it's all too artificial by half.
