This fairly predictable crooked cop movie, with similarities to LA Confidential and Bad Lieutenant, stars Ray Liotta in the cop-gone-bad role. He plays Harry, a plain-clothes policeman from Phoenix, Arizona (hence the title), who is up to his neck in debt to a bookie because of his gambling addiction. Although he is offered the chance to commit murder in order to get off the hook, he chooses instead to obtain a stash of money through an elaborate robbery and the help of three other bent police officers. The film also stars Anthony LaPaglia, Daniel Baldwin and Anjelica Huston, but Liotta's is the only strong role. Fortunately the plot revolves around the Liotta character, so it just about works.
