In one of the two parts to this drama, a young American woman is arrested on suspicion of terrorism and held in a Chinese detention centre. In the other, an Arab suspect is detained in New York.
By using the same script for both stories, the film suggests that the US's human rights policies are no better than those of China.
And it really rams that point home, too, invoking our sympathy for the characters with no rights but at the same time, filling us with fear for our own safety from terrorists.
