In a rare character role, Sylvester Stallone is excellent as a tubby, semi-deaf sheriff of a New Jersey suburb, a nest of crooked New York cops. Stallone goes into action when a young city cop breaks the rules and is threatened with death by his senior colleagues, led by Harvey Keitel. Robert De Niro (Internal Affairs man) and Ray Liotta (good/bad cop) are among those providing the whiff of hard-cursing authenticity to a tense, gripping and convincing film. Exciting and underrated.
