Three groups of villains - French hoods, LA gangsters and corrupt cops - are all after the same thing, a set of counterfeit banknote plates stolen by ex-con Jack Sweeney (James Marshall). A strong cast that includes Dennis Hopper, William Forsythe, Michael Madsen and Ice-T should have lifted this fairly routine story and made a good movie. But no, thanks to journeyman direction from Luca Bercovici (whose work usually goes straight to video), and a pretty poor performance from Marshall as the man everone is hunting for, this noisy and derivative caper remains resolutely average.
