This messy misfire was an unfortunate follow-up for Amy Irving to her big personal success in Crossing Delancey. Despite a strong supporting cast (although Robert Duvall and a bearded Andy Garcia contribute little more than cameos), there's little conviction or emotional involvement to this tall tale of Puerto Rican terrorists seeking independence from the United States. Lou Diamond Phillips is surprisingly effective as a villain, but Irving is saddled with a silly character who's supposed to be an investigative newswoman, but often seems to be able to see no further than the nose on her face. Despite being based on (evidently distorted) fact, the film admits in its final credits that some characters are 'wholly fictional'! Great cast though: presumably they, or at least their agents, did all read the script.
