Forest Whitaker and Anthony Edwards are the cop buddies in this routine police action comedy set in inner-city Philadelphia. Whitaker is the young, but experienced black cop who lands up as senior partner to Anthony Edwards' inept greenhorn from the suburbs. The plot is built round Edwards' character's determination to nail the man who murdered his suburban partner. All the stock elements are here, but the movie lurches unnervingly between slapstick, black humour and sentimental drama, with some pretty graphic violence thrown in. However there are some highlights: Whitaker's moving account of the death of his first partner, Edwards' flair for slapstick and some edge-of-seat car chases and stunts. Among the support cast, Art Evans' wrathful boss is a splendidly explosive creation, while Penelope Ann Miller and Kimberly Scott do sterling work as the leads' wives.
