Ron Silver both produces and stars in this TV crime drama as Isaac Seidel, the most unconventional police commissioner New York City has ever seen. The theme of a dedicated man in love with his city stepping over the line between right and wrong is similar to that of City Hall, where a corrupt New York Mayor was portrayed by Al Pacino. The supporting cast here features meaty roles for Blair Brown, regular screen tough guy Tony Lo Bianco and Britain's Roy Dotrice as the Cardinal, but it's Silver's show and he gives a sterling performance.
