A peace-loving schoolteacher and musician, played by Robert Townsend, who also directed this inconsequential offering, is being pursued by Washington's Golden Lords gang. He no sooner evades them than he is suddenly hit by a fragment of a falling meteor which gives him strange powers. So now he's a superhuman assigned to clean up the streets - and not of litter. It's played for laughs, but comes out disappointingly ragged. Bill Cosby pops up in the supporting cast.
