Mad Max afloat. It's all here - the hardware, the eccentric villains, the frenzied chases on sea bikes and in clapped-together planes and the rugged hero, in this case the Mad Mariner (Kevin Costner), who sails a water-covered planet after its northern ice-cap has melted. There is a credibility problem and it's a pity that the blazing action of its first half-hour, a ferocious siege of a floating town by hi-tech pirates led by Dennis Hopper, gives way to less riveting fare.
